Herr Starr will be heading to Germany for what seems like a normal trip, but his intention in going over there will be to form a secret alliance with the country. Immediately upon arrival, he will try to meet with the highest political office that will hear him and hand over his entire imPort file which includes extensive history of his time fighting for Germany's Elite Anti-Terrorism Unit and the many accomplishments his unit had as well as his time with the Grail, pretty much also working as an 'anti-terrorism' unit in the religious sense. He would also offer them insight into the OTO missile attack and the Shimmer as well as the subsequent Mars Mission that followed. And after his offerings, he would go on to say how Germany has always been his home and he would much rather serve his home country. Which is one he would treasonously claim 'Why should the United States get a monopoly on the imPorts?'
Starr then would offer himself to them to use as they please. Someone to call upon so he could help with highly dangerous conflicts (they would be able to see his abilities of regeneration and pain transfer, so they'd know he could survive better than most natives), someone to keep them up to date on imPort affairs in the states, or even more extensively...he would be more than willing to do larger spy work for them in the States/take out any 'terrorist threats' they may need dealt with. In exchange, he would want a small group of soldiers (5 to 10) to call his own and to be able to call upon when/if he needs them. And he would also like to be considered a citizen of Germany.
NOW as for how this plays out, I am cool with whatever happens! Whether Germany's officials do agree OR if Starr immediately gets apprehended for treason by either Germany or the US and spends the rest of the month in jail. Even if this does get approved, the intention will be to inevitably have the US find out about what Starr is doing and for him to be arrested/serve as an example of what happens when an imPort tries to defect to another country.
But if Germany does agree, what I hope to OOCly get out of the plot is the chance to play with the larger world -- a chance for espionage and the consequences that come from espionage. Or possibly even the chance to unite two countries against the larger threat of the OTO and what they are doing. The small army Starr would get would only be utilized mostly for purposes of status. Starr is trying to build a New World Order with Chilton as the Messianic figurehead. So him getting to claim he has a personal army gives him more credibility and strength, even if he doesn't rely on them. (And any time he does rely on them would come with a plot request, of course!!)
